Curfews, tags and no TVs: Cameron orders Clarke to end 'soft justice' and put emhpasis on punishment
The Prime Minister has ordered officials to draw up legislation, expected to be unveiled in the Queen’s Speech in May, requiring all community sentences to include punitive conditions.
